In a meeting between the Iranian Regulators Network and the 14th government of Iran, the book «Foundations of Regulatory Networks; Necessities, Functions, and Tools» was unveiled. Commissioned by the Center for Strategic Studies and developed by the GPTT, this book underscores the need for establishing sectoral and thematic regulatory networks at both national and international levels. It also introduces the ‘Necessity-Function-Tool’ model for regulatory networks. In addition to presenting this model, the book conducts comparative studies of national regulatory networks in various countries as well as examining experiences from regional and international regulatory bodies.
This book, which is organized into seven chapters with the collaboration of five researchers at the GPTT, begins with an introduction that explains the concept of regulatory networks. Following this, a separate chapter outlines the necessity for establishing such a network, focusing on the concept of regulatory arbitrage. The functions of this network are addressed in another chapter of the book. The tools of the network, such as organizing events, sharing data, issuing joint public statements, capacity building, and training, documenting laws, regulations, and procedures, conducting technical studies, providing news, and publishing ranking reports, are also discussed in the fifth chapter.
However, this book does not overlook comparative studies and explores regulatory networks in countries such as the United Kingdom, Brazil, India, Norway, France, and Canada. It also examines these networks regionally in Oceania, Europe, and Africa. After reviewing international regulatory networks, the final chapter of the book focuses on the necessities and capacities for establishing a regulatory network in Iran.
