GPTT’s researchers of parliamentary studies suggested in a policy paper published on November 18 in collaboration with the Iranian Parliament’s Research Center that a probable solution for the rapidly changing environment in which legislation takes place is “anticipatory governance.” According to Atefeh Moradi Eslami and Hadiseh Rabiee, evaluating the probable future effects of laws, experimental legislation, and unofficial regulations based on principles rather than laws are among the most important strategies and tactics that can be used in this regard. They emphasized that despite Iranian lawyers’ opposing views of delegating the authorities, the global trend is for “expertise-based regulations” and the inclusion of more stakeholders in the process of norm-making, particularly regarding new technologies.
