Ethical politics and risk-averse policy-making: The governance legacy of the late President Raisi

In a note published on IRNA national news website, Dr. Seyed Emamian, GPTT cofounder discussed the legacy of the late President Raisi from a governance point of view. He stated that in its practical sense, politics begins with alienating and attacking existing rivals or creating imaginary enemies before choosing companions and allies. Regardless of his motivations and intentions, the late President Raisi left a legacy of an “ethical and non-destructive” style of politics. President Raisi, despite his great efforts to develop popular communication in its most direct and symbolic forms, never tried to create dualism and polarization between the people, distinguishing him from populist politicians. According to Dr. Emamian, the nature of politics in Iran always exposes executive managers and presidents at the highest rank to conflict with other governance institutions. But the smart and noble behavior of the late president prevented him from falling into the “political black hole” of intra-government disputes. However, this approach practically prevented his administration from bold decision-making and completion of policies. Also, the lack of a specific theory of administration and the absence of a political and strategic brain of the government had practically provided opportunities for traditional bureaucracy and pseudo-scientific illusions at some levels of the government.
