On Monday, October 14, 2024, the seminar “Regulatory Network and the Fourteenth Government” was held in collaboration with the Deputy for Strategic Affairs and the Sharif Governance and Policy Think Tank (GPTT).
Dr. Mohammad Javad Zarif, the Vice-President of Strategic Affairs, stated that the regulatory network is currently in its formative stages, and the Deputy for Strategic Affairs is prepared to host the network during this phase. He expressed hope that in the next stage, the regulatory network will find its optimal place within the government, where a decision must be made on which executive body will serve as its host and main headquarters. Zarif emphasized that the approach of President Pezeshkian’s administration to regulation is balanced and moderate. He further highlighted the need for drafting a comprehensive regulatory law, a task assigned to the GPTT, which has been at the front of this initiative.
Dr. Mohammad Sadegh Emamian, co-founder of the GPTT and faculty member at Amir Kabir University, remarked that after several stages of regulatory evolution, the country has now reached a systematic regulatory framework. He underscored the necessity of a systematic approach to regulation and the government’s determination to implement it effectively. He called on the fourteenth government to adopt regulation both as a discourse and a key part of its executive policy.
Dr. Mostafa Zamanian, former head of the Center for Strategic Studies of the President’s office and faculty member at Tehran University, warned that neglecting regulatory frameworks could lead to governmental inefficiency. He argued that regulatory governance would drive a generational and strategic transformation within the government. Zamanian called for a broad-based movement toward regulatory governance, aligning with the collective consensus that is central to this government’s agenda.
Zohreh Alipour, Acting Head of the Privatization Organization, pointed out that the modern world is built on trilateral cooperation, where regulators play a critical role alongside the government and the private sector. She affirmed that the Privatization Organization, alongside the Deputy for Strategic Affairs and the regulatory network, is committed to ensuring the practical implementation of the regulatory framework.
